N. P. Upadhyaya; Kathmandu: That India is a proven terrorist State has best been laid bare by the Pakistani foreign Minister S. M. Qureshi on November 14 while talking to a galaxy of news men in Islamabad wherein he exposed India sponsored terrorism in Pakistan through the release of a “dossier” that contains the detailed report on how and from where Pakistan is being made the terrorist target by neighboring and rival India.
The Chief of the military’s media wing Babar Iftikhar also joined the session along with FM Qureshi.
How the developed West (the USA, United Kingdom, France, Russian Federation, Germany, the rest of the powerful nations in the European Union, and the Scandinavian countries) take India having gone through with the Pakistani “dossier” will be attentively viewed.
Moreover, how the United nations Secretary General Antonio Guetteras and UNGA President Volkan Bozkir respond to the “dossier” will have to be analyzed.
South Asian experts say that US President elect Joe Biden must listen and read the content of the “dossier” and then only take a determined decision on how to behave with the rouge state of South Asia-India.
Nepal is the second target of the India’s terrorist net plus the RAW menace.

According to Maj Gen Iftikhar, the dossier and its proofs had been taken seriously at the international level and objectively analysed which had vindicated Pakistan’s stance.
He said in his understanding, fifth-generation warfare was the Indian state using all elements of its national power to systemically focus on and attempt to destabilize certain domains in Pakistan.
General Babar also acknowledged “DisinfoEU’s report on 265 Indian fake websites in 65 countries linked to India spreading disinfo as a way to lobby world opinion against Pakistan.
In Nepal, India funds several Nepali websites to cry foul against Pakistan.
These online portals are linked to Indian propagandists around the world who are working in coordinated manner as a network of to post, publish and propagate negative perception of Pakistan and Nepal. Under Indian instructions and funding albeit.
This way India is pumping in money in Nepal.

Referring to the New Delhi “State” sponsored riot early February this year, SM Qureshi told the Muslim congregation in Niamey, Niger that “the planned violence in Delhi targeted the brutal killing of over fifty plus Muslims”
The killings had coincided with US President’s India visit.

Qureshi in his Niger speech also said that “it was imperative for the foreign ministers of the contact group to demand from India to first rescind its illegal and unilateral actions being taken in Kashmir; immediately halt its egregious human right s violations; provide unhindered access to IIOJK (India illegally Occupied Jammu and Kashmir) HR bodies including the UN fact finding mission and also to the OIC-IPHRC (Independent Permanent Human Rights Commission (IPHRC) and take practical steps to resolve the J&K dispute as promised by UN Security Council and its relevant resolutions made in the past.
In one more unexpected sixer to India in Niger, Pakistan has emerged victorious in pushing India to the wall when the OIC-Contact group Foreign Ministers meet in Niger issued an official statement scolding India on Kashmir issue.
Shahid Raza, a strategic expert from Pakistan told EurAsian Times 29 November, 2020, says that although the agenda of the 47th OIC CFM (Council of Foreign Ministers) held in Niger did not mention the Kashmir dispute as a discussion point, but yet the final declaration came as a pleasant surprise for Pakistanis in general.
In what experts claimed as a diplomatic victory for Pakistan, the OIC categorically rejected “illegal and unilateral actions taken by India on August 5 last year to change the internationally recognized disputed status of the Indian Illegally Occupied Jammu and Kashmir,” claimed a statement from the Foreign Office of Pakistan, writes Yunis Dar for the Eurasian Times dated November 29.
The political analysts in Pakistan have reasons to rejoice over the country successfully managing to persuade the giant gathering of the Islamic countries (OIC) to discuss Kashmir.
The foreign ministers of the member states, according to Eurasian Times, have unanimously expressed their support for Kashmir cause, asking expansionist India to rescind the controversial article 370 abrogation in the contested territory.
Nepal also has to take the Niamey declaration in high esteem in that the India occupied Kashmir remains a flash point which has the potential to threaten the South Asian regional peace and security.
The Niamey (Capital of Niger) final declaration of the OIC meet reads in part, “We reiterate the OIC’s principled position on the Jammu and Kashmir dispute for a peaceful settlement in accordance with the relevant United Nations Security Council resolutions”.
With the Niamey declaration speaking on Kashmir, an excited Foreign Minister Qureshi instantly tweeted, “The OIC has strongly reaffirmed their unequivocal and unanimous support for the Kashmir Cause in a Resolution adopted at #OIC47CFMNiamey categorically rejected illegal actions taken by India since 5 August 2019.
Should this mean that Pakistan and Saudi Arabia are on the same page now on India occupied Kashmir issue? How come this Saudi change?
Saudi Arabia which visibly sided for long with the Islamophobic India’s Modi regime for some commercial benefits has corrected its hard stance on Pakistan which gets reflected from the Niamey declaration of the OIC –Conference of Foreign Ministers (CFM) that has taken up the Pakistani proposal that India be taken to task on the plight of the Kashmiri people who have been caged in the world’s largest open air Jail since August 5, 2019.
Much will depend on how and when US President elect Joe Biden takes the Indian Occupation of the disputed territory of Kashmir issue?
Joe Biden is on record to have told his voters prior to the US election that if elected as the US President, he would take up the Kashmir issue with India.
But how President Biden will take India to task on Kashmir in the face of the US-India defense agreement signed on October 27, 2020 will test the real political acumen of Joe Biden when he assumes the US President January next year.
Addressing the Niamey meet of the Muslim countries housed in the OIC, India’s arch rival Pakistan has once again reiterated that it would continue to play a conciliatory role for peace in the neighboring country Afghanistan.
So said FM Qureshi when he met his Afghani counterpart Haneef Atmar on the sidelines of the 47th session of the Organization of Islamic Cooperation (OIC) Council of Foreign Ministers’ held in Niamey, Niger.
Meanwhile, Qureshi also stressed the importance of reduction in violence and advancing peace efforts, saying that Pakistan will continue to facilitate the Afghan-led and Afghan-owned process.
He emphasized to remain vigilant about the role of “spoilers” who do not wish to see peace in the region, a statement by the Ministry of Foreign Affairs of Pakistan read.
Obviously, the spoiler most likely is India which believes in the export of RAW men to Afghanistan in order to break the peace process being held in Doha, Qatar. The Doha talks have already slowed down.
Imran Khan while congratulating Joe Biden on his US election victory also is on record to have stated that he was looking forward to President Elect Biden’s Global Summit on Democracy & working with him to end illegal tax havens & stealth of nation’s wealth by corrupt leaders. We will also continue to work with US for peace in Afghanistan & in the region”.
The soothing words on Afghanistan from Imran Khan and FM Qureshi from different platforms should be some sort of reassurance to President Biden when he takes bold decisions on Afghanistan peace process.
Whatever decision President Biden takes for Afghanistan, regional experts believe that he will take time for the withdrawal of the US troops from Afghanistan as the sudden troops extraction would create a political vacuum which may once again be filled in by the recognized regional spoilers.
In the meanwhile, Carter Malkasian for the Washington post writes, November 23, 2020, in his opinion column that “Biden and his team face a stark choice: complete withdrawal by May (2021) or keeping 2,500 troops in place indefinitely to conduct counterterrorism operations and to try to prevent the collapse of the Afghan government.
Carter‘s opinion and PM Khan’s stance published in the WP both converge in that a “hasty” withdrawal would be not that much suitable for Afghanistan for some more time to come.
Carter has authored the book “War comes to Garmser: Thirty years of Conflict on the Afghan Frontier”.
On the issue of the disputed territory of Kashmir, Joe Biden’s presidential campaign then had asserted that “In Kashmir, the Indian government should take all necessary steps to restore rights for all the people of Kashmir.
Restrictions on dissent, such as preventing peaceful protests or shutting or slowing down the Internet, weaken democracy”.
To make matters worse for India, the Biden campaign also criticizes the controversial National Register of Citizens and the Citizenship Amendment Act, laws which saw widespread nationwide protests and violence between December 2019 and March 2020, so wrote Manvi Kapur for the Quartz dated October 16, 2020.
To recall, in August this year, the US Presidential candidate, Joe Biden’s foreign policy adviser, Antony Blinken, had said if elected, the Biden administration would raise the issue of Kashmir with India and also convey its concerns on a recent Indian law that discriminates against Muslims”.
Blkinken is on record to have sharply commented on the cracking down on freedom of movement and freedom of speech in Kashmir and about some of the laws on citizenship.
Similarly, Kamala Harris, the Vice President elect too is on record to have commented on the abrogation of article 370 during her election campaign.
Kamala had stated, “We have to remind the Kashmiris that they are not alone in the world. We are keeping a track on the situation. There is a need to intervene if the situation demands”.
But promises made during election time are generally forgotten, it is presumed.
Yet, International relations expert believe that political stature of Joe Biden and Kamala Harris perhaps will remain true to their “promised words” as and when they assume their coveted posts in White House next year January. That’s all.
