Nepal: Are Chinese Smugglers?

Kathmandu: No breathing space for either China or India. Both suffer amnesia, analysts understand.

The same applies to the election defeated Nepal Prime Minister and Maoist party chairman-Prachanda.

Neither Mr. Nepal will quit his Chair nor will Prachanda allow him to remain in the Chair undisturbed.

Enters the United Nations body in the Nepal’s non-ending political string, some homegrown and some imported ones, mainly from the South.

A sort of quadrangular brawl is going on in between India, China, UN System, and Madhav Nepal.

All have become uncomfortable analyzing the Nepali traits in sorting out the local dispute or say tussle which albeit has some foreign elements in such a skirmish.

Indian restlessness is reasonable so is that of China. Both wish to keep Nepal under their clench through the kind courtesies of their preferred stooges, marionettes and henchmen and some remunerated media men as well.

Above all, the Indian impatience has exponentially increased of late for she feels or even concludes that the Nepali Maoists with clear China bend now have been aiding the Indian Maoists, again of excessive China bend- who of late have been creating horror along the RED Corridor that stretches from Kathmandu to India’s Andhra Pradesh.

Indian authorities even claim that the Indian Maoists were receiving load of weapons from China via Nepali territories. Unfortunately, they have so far no proof to substantiate their claims made out of frustration.

Look what the perturbed Indian Home secretary, G. Pillai, said the other day in Delhi while talking to some media men from South Asian countries.

“China was a ‘big’ supplier of small arms to the Maoists”.

He, however, did not clarify whether these arms for the Indian Maoists were coming from official agencies of that country.

Home Secretary Pillai also did not mention, while talking to the South Asian media men converged in Delhi, as to  which route the arms entered India? Nepal or its own border that fairy touches China in the North for about hundreds of kilometers? 

This is not all, Pillai wanted to expose the Chinese hand in the current Maoists activities in his country.

Look what he says of China in a more hatred mood apparently.

“The Chinese are big smugglers…suppliers of small arms. I am sure the Maoists also get them”.

He, however, rules out the possibility of any tacit connection of the Indian Maoists with the Chinese regime.

China, the dragon in the North, has so far not made any notes as regards the “Eureka like new discovery” made by the Indian establishment.

The Indian impatience increased and took a new height when Nepal Maoist captain Prachanda met the Chinese President Hu Jin Tao, October 16, 2009, in Jinan, Shangdong simply because just after this special visit the radical RED activities in India took a new turn forcing the Indian establishment to link the Prachanda trip to Beijing with the increased activities of their local Maoists and by extension the entrance of Chinese weapons to India.

No less painful to India was C.P. Gajurel’s blunt declaration that “if the Indian Maoists emerged with flying colors, not only the Nepal Maoists but the entire revolutionaries scattered in the globe will rejoice over the Indian victory”.

Much ahead of this  candid announcement made by Mr. Gajurel, a provoking news had already unnerved the entire Indian establishment which in part said that, “Mr. Sigdel, a high ranking leader of the Nepal Maoist party have had a secret meet with some Indian Maoist leaders ( KISHAN JEE, among others) in an unidentified location right inside the Indian territories”.

Since then the Indian establishment has been upset with the Nepal Maoists and apparently is in search of a suitable opportunity to pounce upon them. The sidelining process of the Nepal Maoists by the Indian regime has already begun and is in full speed.

Perhaps it is this reason that Pillai spent some good thirty minutes with Nepal PM while he was on a Nepal Inspection cum Instruction Mission. What may have transpired in between the two is any body’s guess. Body could be different but souls are same.

The distance in between China and India is widening, deliberate or by default.

How China will take being dubbed as a “smuggler” will have to be watched?

Add to this the Chinese anger when the Dalai was made to visit Arunanchal Pradesh-the territory under dispute. Both India and China claim this territory.

This does mean that the fresh trip of the UML leader Jhal Nath Khanal to Delhi will in all likelihood be counterproductive to the Nepal Maoists. Poor Maoists! Nevertheless, the party of the ex-rebels is trying hard to regain its “lost love” with the regime which in the past provided it with shelter during the good old days of People’s War.

By the way, Mr. Khanal felt insulted this time when he was denied a meet with Dr. Man Mohan Singh. However, Mr. Khanal could meet India’s proxy Prime Minister at the last minute. Some even say that an insulted and humiliated Khanal was half way to the Delhi airport to return to Kathmandu but Ambassador Sood intervened and thus the meet took place. 

Instead of feeling insult, this Communist leader returned home in a “happy-happy” mood.

Khanal, upon his return, has already become a changed man. From China bend to India bend, let’s presume for the sake of convenience. And lo! He has begun talking on the lines what he had been instructed by Dr. Singh during the meet arranged in haste. Chameleon Khanal!

Insiders of the UML take Khanal as a bottom-less communist leader. But is Khanal a Communist? His own party men doubt Khanal’s credentials.

No less mind boggling is the statement made by Upendra Yadav, the President of the Madhesi Janaadhikar Forum upon his recent Delhi pilgrimage.

He says, “India is the mother of Madhav Nepal’s Government”.

For the sharp brains, this should explain the rest.

Upendra Yadav is tentatively taken as half Maoists (and presumed to be close to India’s BJP) and thus his indication does tell that Nepal Maoists have no fate in Nepal provided China came to their rescue. Indian political domination will increase further, it could be thus presumed in advance.

China will never come to the rescue of Prachanda and his party because China knows only how to encourage but forgets to keep its promises.

Who else better knows China than former King Gyanendra? He is paying price for his China affiliation and vice versa.

Nevertheless, a thoroughly cornered China may or may not come in a big way. However, if she comes in Nepal then that would be very heavy for the Indian regime to resist.

How China plays with its “quiet diplomacy” will also have to be watched?

But analysts claim that China will soon come to Nepal for she has already been told that Kathmandu is soon to become the venue of an intensified anti-China protests thanks the courtesy of the RAW and the CIA as revealed by the Jana Disha daily dated November 10, 2009.

What measures China takes to foil such would-be designs against her underbelly-Tibet, too will have to be watched carefully?

Thus China and India will soon meet in Kathmandu, analysts understand.

At yet another plane, the Nepal government has taken the risk of a sort of confrontation with the UN body. The reason?

The United Nations Secretary General, Ban Ki Moon recently advised the Nepali leaders to proceed together and draft the constitution on time. Mr. Moon’s statement was taken as a sort of “intrusion” in Nepal’s internal matters, which it was not.

Yes! What was clearly an intervention in essence the statement made by the Indian Ambassador Rakesh Sood, November 2, 2009, wherein he had said that “my country would prefer this government to continue”.

Brains differ now. Some have been attacking the UN and the others have been pouncing upon the Indian diplomats’ declaration.

The UNMIN Nepal Chief, Ms. Karin Landgren, is soon to be taken to task by the Nepal government authorities for having briefed the UNSG in a wrong manner about the performances of the Nepal Government as regards the ongoing peace process.

Definitely, Ms. Karin apparently provides an impression that she was closer to the Maoists. But she enjoys benefit of doubt.

If and when Ms. Karin will be taken to task would mean that the current Nepal Government is hell bent on teasing the UN body of which Nepal too is a respected member.

If the UN Security Council in the days ahead took any stringent action against Nepal then that would be no wonder.

Indian advices are no interference but the same if it came from other quarter become a highly objectionable issue. Here lay the himalayan paradox.

This proves what Upendra Yadav claims, “Nepal Government is the baby of the Indian establishment and thus how could a mother kill her own baby”.

Madhav Nepal is out and out an India man demands no further authentication from any quarters.

Now, how this quadrangular scrap will come to an end is the big question that has begun boggling the minds of the Kathmandu’s academic world.

Not even 198 days (as of today) are left for the draft of the new constitution. The leaders are at each other's throats and appear to be in a mood on how to down size the other and ensure prolongation of their stay in power or bounce back to power. This is the reality. Let’s admit.

Local chitchat has it that the former King of Nepal has expressed his deep displeasure over the prevailing chaotic situation in this country.

He has been saying to his followers as and when he meets them, (sic), “My sacrifices have all gone to the dogs”.

Should this then mean that he is “thinking” on how to salvage this country from the current non-ending political melee? But how could he? He is out of the political scene.

How can the analysts here understand his inner mind, moreover? By the way, he, the ex-King is leaving for New Delhi, December 22, 2009. He is to meet Sonia Jee, reports claim.

Bam Dev Gautam, October 21, 2009, bluntly said that if the constitution could not be drafted on the stipulated date, the present constitutional organs of the State will automatically become null and void and thus to fill the vacuum prevailing in that eventuality, the now sidelined King may bounce back to power.

All put together, Nepali crisis is attaining newer heights with each passing days.

The India and China factor is daddy of them all. Tighten your belts please.

Wishing to order well their States, they first regulated their families......." Chinese government still adopts this age old Confucius philosophy as a guiding principle for foreign policy. Adopting to this philosophy China firstly concentrated their effort to their own social development and went on correcting its internal problem. As far as the interest of China in Nepal, it is due its highly sensitive Tibet region. India always wanted Tibet to be the buffer zone between China and India, not Nepal. Hence, India always in disguise supports the "Free Tibet" movement. The visit of Dalai Lama in Tawang monastery of Arunachal pradesh is only the planned gimmick set by Indian to show China its Tibet card.As we see the history it was again same Indian government who did not let Dalai Lama to stay in Arunachal pradhesh when he fled from china as refugee. Arunachal pradesh is in fact part of Tibet but Indian doesn't want to highlight this historical fact since that would create backfire on the Indian government's claim on that region. In the verse of 60th anniversary celebration of communist governmet, China demonstrated the world that China is now the new economical and military superpower. The so-called superpower India has now really waked up. And is in hurry to formulate its defence strategy to counter China. Now it is again working hard this time to attain their dream of buffer zone. Indian see this as good option to counter China since it feels that there is no other way to build the similar econimical and military power to be equal or more than China. For this India will have to use Nepal as a base camp to run its operation and China too knows this.Hence there is high chance of Chinese and Indian activities in Nepalese territory and Nepal couldnot just see the two tigers fighting from the high hill. It is always a common instance in international politics that when there is a cold war there is always a proxy war. In near future Nepal could be on the verse of proxy war if Nepalese could not handle the fight of tigers in the right way.

rajk, you dont see any chinese concerned about nepal as you guys (Indians) are.Otherwise i would have been reading a chinese scrap here:-). Somewhere back in your dual mind, you feel Nepal is a part of India, as most of the Indians do as well and well over a period of time, people from other countries have also started beliving in it.Few days back a german national asked me,Is nepal a part of india? I just smiled. I didnt clarify it as i didnt see a point in lifting up a nation which cannot stand on its own. But i guess some indian fellow must have told her :-).

One of the reason why we the south asian don't grow is we never give up our jealousy attitude. Poeple of Nepal must understand that China is coxing them because of India. China does not want India to be a super power. They have invaded many of their neighbours next door. Nepal being a small land locked country must get all its needs and India should have helped Nepal in this regards. India needs to understand this and try to do fix the problem.

No professional bureaucrat will ever use the term'smuggler',unless he wants to lose his job!! The statement is quite clear on what was actually said. And regarding panic,perhaps you should be aware of events. Was china able to threaten India to cancel the visit of the Dalai Lama to Arunachal pradesh.China threatened and shouted at India, but the dalai lama's vist was allowed to go on. Is that the action of a 'panicked'govt.I guess not.

rajak! nothing happened in your country? read the changed "indian government's statement" which says it did not talk of the Chinese regime but... a panic prevails but if you don't care and read your own newspapers then the nepalese are helpless. the article is splendid for nepalese. changed statement does tell that dr. sing's government is in trouble internally. and is shaken as well. read the new statement and then we will chat.

Hilarious!!!!! WHy is it that its ONLY this column that has this news. This should have led to an international row between India and China. No sign of that!!!! I love visiting this site. Gives me my daily dose of laughs. The only problem is that some readers may actually believe this.
