No to Brief Charter for Nepal, Maoist reject CA Head proposal

While the chair of Constituent Assembly Mr. Subash Chandra Nembang favors declaration of a “brief constitution” on May 28, 2010, the deputy chair of the CA Ms. Purna Kumari Subedi believes that such a constitution was not the verdict of the people.

Mr. Nembang is a senior UML leader whereas Ms. Subedi is a Unified Maoists’ Party leader.

With only 81 days left for the Interim Constitution set to expire, to avoid profound humiliation that awaits Nepal’s failed political actors have of late been forwarding various options after they failed miserably to hold consensus over several issues of importance for Constitution drafting in the last two years period.

Interestingly, a section of politicians who are in the sphere of foreign funded NGOs’ influence have been forwarding the idea of Brief Constitution, say matured political observers.

The major political parties except criticizing each other for the delay in drafting constitution, have accepted verbally that a full-fledged constitution was impossible to be drafted.

Some of the CA members have been demanding adoption of the Belgian Model for Constitution drafting by declaring a brief constitution, clearly indicating that Nepal will be declared a federal state but the federal model (Name of States, Number of states and Boundaries) will be proposed later by a Commission at a later stage. Similarly, other issues of high import will also be sorted out at a later stage.

But will the angry population accept this (mis) adventure?

In the mean time, a Unified Maoists’ Party decision made on Monday March 8, 2010 has rejected the idea of a brief constitution as suggested by CA most lethargic Speaker Nemwang.

Mr. Naryana Kaji Shrestha, vice chairman of the Maoists’ party told reporters that his party has rejected the offer of Brief Constitution made by Mr. Nembang. With brief constitution rejected by the largest party in the constitution assembly and the party chairman threatening for another revolt, days after May 28, 2010 are certain to be a chaotic one.
